With the first funnel deadline quickly approaching this week, legislative activity is ramping up at the Capitol. Last Tuesday, we attended a subcommittee on SF 335, continuing to track key legislation that could impact Iowa's community colleges. The first funnel serves as a critical checkpoint in the session, determining which bills move forward and which will no longer be considered. Any Senate bills and joint resolutions must be reported out of Senate committees, while House bills and joint resolutions must pass out of House committees to remain viable. Exceptions include Appropriations Bills, Ways and Means Bills, Administrative Rules Review Committee Bills, bill co-sponsored by both Majority and Minority Leaders of one House, and Companion Bills sponsored by Senate and House Majority Leaders. This deadline often results in a flurry of legislative activity as lawmakers work to advance their priorities. We will continue monitoring key proposals and engaging with legislators to advocate for policies that support Iowa's community colleges. Stay tuned for updates as the session progresses.

Senate File 431 relates to retention fees and bonds for public improvement contracts. Pre-filed bill 1186XD relates to matters under the purview of the Iowa Economic Development Authority (IEDA), including tax credit limits, targeted jobs tax credits, and the major economic growth attraction program; creation of the business incentives for growth program, the seed investor tax credit program, the Iowa film production incentive program, and the sustainable aviation fuel production tax credit program; elimination of the high quality jobs program, the investments in qualifying business tax credit, employer child care tax credits, assistive device tax credits, endow Iowa tax credits, and research activities tax credits; and makes conforming changes.
