Bill Tracker

In-state residency for purposes of undergraduate tuition and mandatory fees at community colleges for certain military personnel and family members. 

Concerns information regarding certain state and federal student loan programs and provides duties of the bureau of Iowa college aid of the department of education, the Iowa student loan liquidity corporation, and certain institutions of higher education in Iowa. 

Relating to bond elections requirements and limitations applicable to the school districts. 

Creates a new graduate nonresident tuition tax credit available against the individual income tax. 

Relates to teacher education and licensing, including modifying provisions related to practitioner preparation programs and licenses issued by the board of education examiners. 

Creates a tax on college endowment over $500 million to be used for workforce grants, at the top rate of 7.1%. 

Relating to social studies instruction, including instruction in United States government, provided to students enrolled in grades nine through twelve. 

Relates to selection committees for presidents of regents institutions. 

Modifies provisions related to the protected speech and expression rights of students enrolled in schools districts, charter schools, and innovation zone schools and the duties of the DE. 

Relates to general education requirements, core curricula, and other functions of regents institutes

Requires the Regents to adopt a policy that freezes the undergraduate tuition paid by residents to the rate charged in their first year. 

Relating to apprenticeships and other workforce career training programs and making appropriations. 

Prohibits courses and content relating to diversity, equity, inclusion, and critical race theory in general education requirements and core curricula at regents institutions. 

Relates to public notice requirements for meetings of a governmental body. 

Provides for a waiver of tuition and mandatory fees at regents institutions for certain veterans with service-connected disabilities. 

Provides that Career and Technical Education instructors are eligible for shared operational functions for purposes of supplementary weighting. 

Prohibits the Regent schools from hiring or employing a person with an H1-B visa who is a Chinese citizen. 

Requiring annual reports on antisemitism in community colleges, regents institutions, and public school districts. 

This bill relates to career education, including by modifying provisions related to career academies, the collective statewide articulation agreement between community colleges and the state board of regents, the district-to-community college sharing or concurrent enrollment program, and individual career and academic plans.

Establishes a temporary independent fiscal restructuring authority to provide oversight of institutions of higher education governed by the state board of regents. 

Relates to human trafficking prevention training for persons applying for certain commercial driver's licenses. 

Relating to education programs and systems, including career and technical education expenditures and definitions, statewide lower division general education framework and common course numbering systems, and the implementation of a statewide corequisite model in Iowa community colleges. 

 

Modifies provisions related to summative testing in schools and the educational program provided to students enrolled in kindergarten through grade twelve. 

Relating to entities supported in whole or in part by taxation, modifying provisions related to the duties and responsibilities of the directors and officers of school boards, school improvement advisory committees, the sale of public bonds, statewide school infrastructure funding, open enrollment, and the membership and voting units of county and city conference boards. 

Relating to state policies, programs, and licenses with race, gender, or citizenship requirements. 

Relates to chatbots, including deployer requirements and interactions with minors. 

Requiring the board of educational examiners to establish additional endorsements for instruction related to fine arts, mathematics, science, and agriculture. 

Relating to education reporting, including the sharing of unit-level wage data for secondary and postsecondary program evaluation, the establishment of the condition of education report, consolidating certain required reports, modifying IWD data-sharing provisions, and creating ROI reporting systems to be overseen by Iowa student aid commission. 

Relates to local government taxes, budgets, and authority. 

Relates to state and local government taxes, budgets, and authority, by modifying provisions relating to the assessment and taxation of property, funding from the secure an advanced vision education fund, the election of certain county officers, urban renewal areas and urban revitalization areas, and establishing a program for certain first-time homebuyers. 

A bill for an act relating to the application for and acceptance of certain federal grants by state agencies. 

A bill for an act relating to and making appropriations for the economic development of the state, including to the economic development authority, Iowa finance authority, department of workforce development, and state board of regents and certain regents institutions, and codifying the housing renewal program. 

Bill provides that career and technical education instructors are eligible for shared operational functions for purposes of supplementary weighting. 

The bill repeals the summer youth intern pilot program. This division takes effect June 30, 2026. 

Relates to apprenticeships, adding intermediary sponsors; a class of entities that provide apprenticeship training under Code chapter 84D and that are subject to registration with the Iowa office of apprenticeships. Including implementation provisions. 

Provides for licensed journey and master plumbers to employ apprentices. 

Relating to the ownership of artificial intelligence output and trained artificial intelligence. 

Relating to school funding by establishing the state percent of growth and the categorical state percent of growth for the budget year beginning July 1, 2026, modifying provisions relating to property tax replacement payments, the regular program state cost per pupil, funding for school district budget adjustments, and school district enrollment. 

This bill relates to tuition charged to resident undergraduate students enrolled at regent institutions.

Division VI: Eliminates funding for the 260E New Jobs Training Program for agreements made after June 30, 2026.

Establishes continuing appropriations in fiscal years for which the general assembly does not pass an annual budget. 

Relates to trainings and curricula regarding specific defined concepts provided by public institutions of higher education and schools districts. 

Relates to charter schools and innovation zone schools, by modifying provisions related to charter school funding and operations, services provided to charter schools by area education agencies, charter school contracts, and charter school student participation in extracurricular activities provided by public school, striking provision allowing for the establishment of innovation zone schools. 

Relates to social studies instruction provided to students grades 7-12. 

Establishing requirements and guidelines for conversational AI services. 

Relates to education, by modifying provisions related to charter schools, the Iowa public employees’ retirement system, financing programs for charter schools and nonpublic schools administered by the Iowa finance authority, the statewide voluntary preschool program for four-year-old children, education savings accounts, the school start date, independent accrediting agencies, teacher training and licensure, and making appropriations. 

Relates to sufficient English language proficiency requirements for commercial drivers, and provides penalties. 

Relates to local government, including the approval of action by ordinance and posting of public notices. 

Relating to the division of revenue of school district foundation property taxes for urban renewal projects, authorizing voluntary payments by school districts. 

Relates to the permissible uses of certain school district property tax revenue for urban renewal projects. 

 

Provides for investments by regents institutions in certified innovation funds
